What this quote means is that you should always prefer to lose with honor than win by cheating. When you win by cheating it doesn’t actually count as winning it count more as a tie because if you wouldn't have won. You should always just try your best to win at something. This is because we all know that winning feels awesome and losing doesn’t. However if you win by cheating you will always know that you cheated to win that game and it doesn't feel the same to win a game by playing fair than by cheating. People who lose honorably win more than those who win by cheating. People who cheat to win never want to be played against them. Yes it is because they know they will lose. They had experience with that team and eventually no one will want to play against them anymore. The opposite if you win fair and square.
